It can only be used during the opponent's turn, but it's usually a silly thing called Lexterm, so it's okay to have a handicap like this.
It can only be used during the main phase, but Cyclone and the like during the standby phase rarely fly in recent environments unless it's the second match or later, so I don't think you need to worry about it that much.
There is a high possibility that he will be end cycled when attacking second, but since Dinomorphia is his deck that mainly traps, it would be better to defend it by laying down the gun and bringing it into a game of luck.
