I don't think there's a one-shot ban, but there's no doubt that it's a restriction because it has a Special Summon lock. The number of cards that are sold as new cards by tampering with banned cards has increased. Designers: Think more about your cards.

"When the opponent activates a monster effect" is not limited to the field, so being able to stop GY-triggered effects and hand triggers is pretty damn strong.
