Overall evaluation: Penguin support is available, but there are other 3 stars, so operation that makes use of Normal Monster is required.
It can be played from 《The Great Emperor Penguin》, but basically the combination of 《Glacial Beast Polar Penguin》and 《Nopenguin》takes precedence.
Should it be 《Marincess Coral Anemone》or 《Leviair the Sea Dragon》from 《Rescue Rabbit》?

His Thunder is the only Penguin that has a reputation for its cruel way of attacking, strangling the neck of an opponent who has become unresisting due to a stun attack.
Unless you want a Penguin that's a Normal Monster and not an Aqua, or you specifically want a Thunder, there's no point in prioritizing Flying Penguin.
For the time being, even if the sensor is activated when the Emperor Monarch is played, the effect of the Emperor Monarch can be used with this card + Fluffal or Guard Penguin combination.

Normal Monster of WATER Thunder. Also a Penguin monster.
Penguin has the potential to play an active role while receiving support as a vanilla Penguin like Flying Penguin.
