A card that can revive every turn and change the attributes of the opponent's field can't be weak. If you regular summon him, you can also revive his Patrollship as an extra, so if you can revive Blackbeard, you can earn a lot of extras from draws, obstructions, searches, and one trap. I think that the attribute change effect of (1) is an excellent effect that helps the effect of Special Summoning "Patrollship" monsters from the EX Deck of some "Patrollship" cards.
Afterwards, I would appreciate being able to revive the "Patrollship" monster and return it from GY to the Deck.
