Comprehensive evaluation: It seems better to take out the second body by a regular procedure.
Considering the weight of this card and the two cards in your hand against your opponent, it would be easier to prepare Level Up! and revive the pre-evolution monster you want to Special Summon.
Even if you think about creating a monster that doesn't correspond to 《Level Up!》, it's often easier to summon it with its own effect.
I can think of a combo where the opponent's increased hand of 2 cards can be dropped at once with 《Heavy Slump》.

It's a valuable means of reviving LV monsters ignoring the summoning conditions, but it carries a very high risk.
In addition to giving the opponent 2 draws, the revived card can't do anything as it is, so it's almost premised on using it with some kind of support, and it's highly dependent on combos.
In addition, it is necessary to satisfy the revival limit, and since there are many removals other than destruction in the current environment, such as waiting for removal from the opponent, the risk of spoiling is also high.
Even though it's a valuable effect, it's probably not something you can prioritize and adopt.

The effect of special summoning LV monsters, ignoring summoning conditions, is powerful, but 2 draws are very painful to the opponent at the cost. Since you can't attack or activate effects, the turn you use it will only be a figurine. If you do 《Level Up!》immediately, you can eliminate that disadvantage, but the biggest problem is that you will be caught in the resurrection limit.

What a resuscitation limit is caught. Is it likely that "Horus' Black Flame Dragon LV8", which fell into GY once, will be the target? However, it is full of restrictions such as drawing two cards, not being able to attack, not being able to apply effects, and it is too fatal to draw two cards in particular. Being able to ignore summoning conditions is certainly an advantage that other resurrection cards don't have, but I think it would have been better to reduce the disadvantages a little more.

Rather than supporting LV monsters, it might be better to adopt it to aim for a big crash, greed, and piggybacking.
