There are many decks that can benefit from the hand cost these days, so it shouldn't be that much of a problem. The main problem is that it's really slow. Even if you draw, you can't interfere with the opponent's next turn, so there is a possibility that the field will be arranged. If you can activate it, you can prevent further development on the next turn, but be careful as it has neither the power to break through the well-established field nor the power to directly defend. In the first place, you can't do anything once you're broken. Even so, I think it's an excellent card because I think the effect itself of not allowing any summoning is strong enough to be banned.
