The effect that is exerted is a bounce effect that can be used at virtually no cost from the point of view of adding the number of Ice Barriers in your hand. We can't expect anything more than to force them out.
I think it can be harassed to some extent when combined with fragrance, but it feels a bit unreasonable to turn aggressive with this effect.
