Although it is a high-level monster, it can be summoned without release due to the effect of (1), and by Special Summoning "WW - Freeze Bell" there, you can connect to "WW - Diamond Bell", which I think is a big deal.
The burn effect of (2) can be combined with “WW-Diamond Bell” to destroy any card on the field during the opponent’s main phase, so I think it works well.

If you recruit with 《Windwitch - Ice Bell》, you can Synchro Summon over there.
If you revive it, you can deal damage with the effect of (2) on your opponent's turn and use it as a trigger to remove it.
The effect of being able to summon without release is good if you take advantage of it in the form of summoning when you recruit another monster with 《Windwitch - Ice Bell》.
There are other options, but since 《Windwitch - Ice Bell》is strictly tied to monsters that can be played from the EX Deck, outside of WW, the only options are 《Cyber Slash Harpie Lady》or 《Stardust Dragon》.

Diamond bell support.
It's weaker than the Ring of Destruction and 《Ghost Mourner & Moonlit Chill》on its own, but the fact that it bears the name of WW is very important.
In addition to being easy to search and recruit, you can trigger the activation of WW cards yourself, so in the WW Deck it will play an active role as a hindrance and expansion card that surpasses them.

Advanced tuner of WW, the only advanced in WW of the current main deck.
Since it can be compromised summoned under loose conditions, it doesn't bother me that much even though it's an advanced level, and because it's a high level, it's easy to suddenly connect to Diamond Bell. That's the point, it can trigger Diamond Bell, and it can be activated from your hand, so it's a surprise attack.
If you pile up too much, you may become an accident agent, but you want to include one or two cards.
