It's excellent as an obstruction card, and if it targets a low-level Krawler, it's pretty powerful because you can aim to activate the Recruit effect as it is... but if a Krawler link is targeted, he'll get Krawler from GY due to rulings and such. I can't activate the effect I put out, and it's a bit bad. That said, low-level Krawlers are often on the field behind the scenes, and it takes time and effort to aim for the recruit effect, so it would be better to use only the effect negate as the main purpose.
If you combine it with the recently released Krawler Soma, you can aim to activate Soma's effect again the next turn, so it works well.
The (2) effect is simply useful as it can compensate for his Krawler deployment power
