The effect itself is not bad, but the activation conditions are quite heavy.
I wouldn't go so far as to say it's difficult to prepare a Link 4 monster, but it's not something that pops out suddenly when you're outnumbered.
This card seems to be the type of effect that you want to aim for a one-shot reversal, but it would be better to look at it with the mindset of aiming for a 1:1 exchange when you are superior.
