Discard Storm Dragon Ruler Tempest for cost (suggestion)
It would be ideal if you could cut Tempest, which can spontaneously return to your hand, and collect her WIND monsters that were banished with Tempest.
Recruiting Gusto while cutting Gusto glyphs is also quite easy.
The exclusion recovery effect is not SR, but rather it shines outside of SR, so let's make it active in that direction.
Monster effects are unavoidable demerit effects at the time, and unless they are used as Synchro Materials, they will not be removed and will be added to the EX Deck, so I wonder if I can use various materials to avoid them.
Overall, it's still lacking in power, but if there are more cards that can be activated by excluding GY, or if there are more cards that use GY cards as a cost to perform some action, there may be a chance.

The Pendulum effect is an excellent effect that allows you to discard rotten dice from your hand while recovering monsters and stilts with removal effects that have been removed by Dharma or Hidden.
The main monster effect only mentions the disadvantages, and none of the disadvantages are enough to worry about if it's an SR. It's a Synchro theme, so it's ironic that it's a negative factor for SR at the point of being a Pendulum Monster that can't make use of Spiriba and Yo-Yo.
As the only SR ★2 tuner, it has a lot of existence value, so if it weren't for the Pendulum, it would have been adopted with ease.

It's good to be put in, but the level is low for P summons from extras, and the need for a scale 1 card will be an issue in the future.
Synchro restrictions basically mean using Yugo cards. Since it's difficult to connect to Clear Wing with SR in terms of level, it would be better to aim for Chanbara Rider or Mach Goeta with 2 + 3. However, if it is a P tuner that is difficult to P summon, and if it does not go out of the realm of a normal tuner, I feel that I do not have to force myself to use it.
First of all, the P effect is excellent with a scale of 8. Are you asking me to P-summon Clear Fast? I don't care about WIND binding in SR, but SR's P gimmick is still developing.
