Comprehensive evaluation: A card that compensates for the slowness of reverse is necessary, but it is excellent in that it can collect spell cards at a low cost.
If you set it with something like The Shallow Grave and use something like A/D Changer to assist reverse, would it be easier to use the effect?
《All-Out Attacks》can be reversed immediately after setting.
《Apprentice Magician》can set this card from his deck, and the activation of the effect itself is relatively easy.
However, it is difficult to make use of it without considering what to collect and how to use it.
Even with general-purpose cards, most of them have some sort of cost/restriction on their draw, and it's like stealing multiple opponent's monsters with 《Mind Control》.
If it's a dedicated combo deck, I'll use 《Card Destruction》etc. and bring it to his deck death.
