With a Pendulum Scale of 4 and no P effect, I wouldn't recommend putting it in the P zone unless it's an emergency.
It has a built-in fusion on the field, and it is easy to fusion summon with less consumption than usual.
There are quite a few targets that can be used, and even the EM Magicians that are likely to be adopted have strong ones such as Stave, Rune Eyes, and Gatlingur.
However, level 2 is a bit difficult to use. It is also subtle to use summoning right only for this effect.
I haven't seen the light of day, but I have the impression that it's a hidden excellent card.
