It's a simple RR-only rank increase on your turn, but you can take advantage of the fact that it's a Quick-Play Spell to dodge removal while increasing your rank. Except for the Revolution Falcon, it doesn't have enough firepower to use for follow-up attacks during the Battle Phase.
On the opponent's turn, you can steal the opponent's ranks 3, 4, and 5 and convert them into Force, Blaze, and Revolution respectively. However, considering that it is limited to Xyz, which has no materials, and that Rank 4 is the most common environment, it seems that it will be almost only work to convert Castel, Dabellion, and Arknight into Blaze. Limited to cards that have lost their materials, it's rather heavy, and the effect can't be stopped, so it's a bit of a deterrent, but even so, Special Summon while removing it is usually delicious.
You can also raise the rank of RR normally, so if you want to raise the rank while interfering, you might want to consider adopting it.
Since Skip Force and others have appeared, it is one step inferior as a normal RUM.
