Treating it as a meta card for your opponent is almost out of the question as it cannot be negate after all. On the other hand, just like the top hat, even if you use it as a means to drop your own cards into his GY, the first one must be activated from your hand.

If I were to use it, I would want to use it on my card, but it's difficult to use as it's a combo premise. As it is often said that Gear Town misses the timing.

Spells and Traps are hard to reuse, so I don't think it's bad to be able to uproot them from the Deck. However, since it does not negate the activated card, basically it is better to use it in a combo with your own card. That said, there are many Spell/Trap cards that are triggered by being destroyed while set on the field, so the ones that work well are limited to things like "Gear Town".
