It's a 3-star tuner, so it's compatible with Hari Fiber, but it can't activate its bounce effect, and Summon Sorceress has been banned, making it hard to find a way to recruit.
At the very least, if the recruiting conditions for Arsenal were "WIND/Winged Beast/star 4 or less", I could still use it, but over there it's only 4 stars...
