Some people have said that the new Toon is an ad earner and a draw acceleration, but I'd say that's a very short-sighted idea. I'm happy to be able to draw almost certainly, but in order to do that, I need to expose my low stats and summoning sickness to the field, so in the worst case, it could end up as a sandbag. It would be better to call a Jumina Elf who can get handicap and be an attacker. It also supports runaway summons, but he knows very few monsters that can be runaway summoned with Toon, so he can't afford to put them in.
