If by some mistake the day comes when most of the environment decks are doing his deck top operation, the day may come when this card will also play an active role. Conversely, unless that's the case, this guy has no place for the same reasons as Diabolos, King of the Abyss.

If you use it when your opponent fixes the top of the deck, it will be null for harassment.
There are cards that allow the opponent to do that, so it might be a hindrance.
It may interfere with normal draws, but in that case Drop Off is fine.
There is also a possibility that it will be excluded with "Pot of Desires".
In a secondary creation or something like that, you're cornered by someone who can manipulate your destiny, and the top of the Deck is the face-up card, so it's impossible to reverse.

However, since there is no benefit to the user, it is really just an obstruction card, and the development is quite difficult considering the rest of the cards excluding this one.
