In Ultimate Insect, which can be started from LV3, there is no merit to start from LV1. I dare say that there are support cards that make use of Level 1, but it's not worth the trouble of leaving this until the Standby Phase of your turn. The "Ultimate Insect" series itself is one of the most powerful level monsters, but since it can be leveled up from LV3 or LV5, there is almost no need to raise it from LV1. LV3 gains a weakening effect by leveling up, but the value is low and even if the effect is included, it will still be defeated by low-level attackers, so it is much more efficient to level up from LV3.
