I think the strength of the P effect is that it can salvage "EM" and "Odd-Eyes" cards. After being salvaged, it will be destroyed and sent to the EX Deck, but since it can be reused for P-summoning, I think it is also an advantage.
The monster effect is to revive "EM" and "Odd-Eyes" monsters by removing this card during Attack Position, and send "EM" and "Odd-Eyes" P monsters to his GY/EX Deck during Defense Position. I think both effects are excellent.
