If you don't have any other P.U.N.K in your hand, you can start it with Noh-P.U.N.K. Ze Amin, and if you have a P.U.N.K card that you can use as a fusion material in your hand, you can start it with Ukiyoe-P.U.N.K. Sharakusai.
By the way, starting Semin increases his LP loss by 600 and increases his Psychic in GY.
