Q.What is Full Monster?
As the name suggests, a Deck that unifies all the cards in the Deck with monsters. Of course, there are no Spell/Trap cards, so monsters that can be Special Summoned and monsters that can limit attacks are important.

Q. Can't you put Devil in it?
Before the reason why I didn't put it in, first of all, a brief explanation of Garris 1Kill.
Garris 1Kill is a 1-Kill Deck that uses 3 bodies, 《Genex Ally Birdman》, 《Koa'ki Meiru Doom》, and 《Gallis the Star Beast》.When Devil and Garris are on the field, activate the effect of Birdman in your hand → Return Garris to the battlefield. Then Devil's permanent effect will interfere and Birdman's Special Summon will be blocked. However, since Birdman's Special Summon's cost bounce effect is activated, only Garis returns to the hand and Birdman remains in the hand. This completes Garris again with his Special Summon + effect useless → Birdman's effect (omitted below) "Semi-infinite loop until the deck runs out or the opponent's LP runs out".
Based on this, why can't you put Devil in? and. Because once it's decided, it's the final work game and it's a bit boring, and it's just tough to get all three of them together (?). I can't recruit devils, and it hangs in the abyss.
