Playing

Do Ogdoadic moves to revive or return to hand by fertilizing his GY with Snake Rain.
The scapegoat is the release personnel.
It's not a Tribute Summon, so it's the same as the link that can be released.

Strength

In terms of advanced levels, rank 8 and rank 4 are easy to put out, so I put them in.
If you have Null, Froggi or Zoha, Curse, Alate, or Ogdo Abyss in GY, Ogdo Abyss will appear every turn.
He sends one card from his hand to GY to collect Frogi or Zoha, summons, then revives curse, revives the release material with the effect of curse, revives Null with the effect of accident, and releases those three to revive Ogdo Abyss.
Monsters revived by Curse are excluded, but if you summon something in the next turn or use Ogdo Abyss as a material, you can return the excluded cards, so Null, Zoha or Frogi can be returned to GY.

Weakness

GY: You can't move smoothly until you're able to fertilize, and there's no alternative route if you're stopped even if you move, so it's easy to finish halfway.

Customize

It may not be a good idea to remove the opening and put in the Viper Reborn.
Then you might want to include Clibunded as a means of GY fertilization.
Also, Killer Snake is a Reptile that returns to the hand and is excellent as a release material, so that might be good as well.
