I think a normal Dragon Ruler only has meta cards like Rokuba and the Darkness Deck, but once you experience the binding power of Horus and Avatar, it's so powerful that the Darkness Deck becomes "hands-on". I would love to have Rokuba, but I've had too many experiences with Rokuba being ripped and just garbage, so I took it out. On that point, Thunder King Rai-Oh has the disadvantage of not being able to use the parent Dragon Ruler's search, but it's more restrictive than Rokuba, so it's easier to use than Rokuba.
