You can set it as a bluff to trigger things like Cyclone, or use it as a meta for Dark World or Deck destruction, but in this Deck, you can send "Dark Scorpion Burglars" to your opponent and use Recruiter to do a suicide attack. to actively send Jackpot 7 to his GY.
And the recruiter has to adopt something with his ATK lower than 《Dark Scorpion Burglars》.
As a result of narrowing it down, I came up with something like a Watt lock type using 《Wattdragonfly》, but here I adopted Army Dragon. Military dragons can be easily summoned by other recruiters and can be searched for in Tempest.

Strength

Since it's based on Dragon Ruler, it's stable, and the draw, search effect, and development ability of Sacred Sword of Seven Stars are excellent, so it's hard to beat until you have all the parts.

Weakness

It's very annoying if 《Dark Scorpion Burglars》piles up in your hand.
If you can see two military dragons, they will hardly function as a recruiter.
Dragon Ruler is generally stronger overall.
