Dragon Rulers are now semi-restricted across the board, but still no less powerful. With ``Dragon Ravine'' and ``Dragon Shrine'', he's fertilized GY, prepared, and still hastened to attack. The attack method is sometimes the same as usual, but as I wrote above, it is best to drop Dragon Ruler to his GY with 《Dragon Ravine》or 《Dragon Shrine》and attack quickly. Dragon Ruler is a semi-limit, so if you repeat Special Summon, all Dragon Rulers will be removed, so I put in 3 《D・D・R》. Accidents can be avoided by using ``Card Car D'' or ``Proliferating G'' as a cost.
After that, you can search for "Mythic Water Dragon" and "Mythic Tree Dragon", and you can make rank 8 with these two cards, and "Mythic Tree Dragon" can match the level of "Tidal, Dragon Ruler of Waterfalls". You can become Rank 7, you can become the familiar Big Eye or Sack.
The rest is 《Debris Dragon》. You can get Xyz Rank 4 by catching Mythic Tree Dragon with debris. Rank 4 is strong these days, so I recommend it. After that, you can reach Synchro Level 6 by catching 《Proliferating G》from the debris.
By catching a tuner from the debris, the debris becomes Star Eater, and the tuner that catches him becomes a level 8 synchro for his Dragon Ruler. Being able to search for this debris from Tempest at any time is truly Dragon Ruler.

Strength
