This card can only activate the Special Summon effect from his GY, so it is necessary to drop him to GY with 《Time Thief Adjuster》or put it on the field once. It's a card that tends to be in trouble if you draw a quick story. I would like to use 《Time Thief Startup》, which is searchable, and 《Overlay Network》, which is compatible with the theme.
The best part of this card is the excellent interference effect of (1). If 《Time Thief Redoer》is on the field, it will lead to further effects. You can revive it with its own effect, or you can revive it if you can play 《Time Thief Perpetua》, and the fact that you can choose how to use it while looking at the number of monsters that can be deployed is a charm that other cards don't have.

I think that the (1) effect that can be used in the free chain is excellent because it can replenish the target X material necessary for the effect of 《Time Thief Redoer》.
As for the cost of self-regeneration in (2), the "Time Thief" Deck is a good match, as it's easy to procure the cost of the X material with the effect of "Time Thief Redoer".
Also, since Time Thief Redoer is easy to move to the main monster zone, I don't think it's difficult to line up multiple "Time Thief" Xs with the effect of (2).
