As for what this means, it seems that it is probably aiming for synergy with 《Lilith, Lady of Lament》. By using 《Ties of the Brethren》, it is possible to issue 《Lilith, Lady of Lament》from him, and vice versa. You can safely set a trap card while getting an advantage from the cost.

It's nice to add resistance to cards set in the Spell & Trap zone, but it's meaningless if this card is removed on top of being limited to your opponent's turn. Maintaining low class monsters is already outdated. If the card set in his Spell & Trap zone is destroyed during his turn, he can pump up, but the end phase is very short.

Contrary to the name, the defense is half-hearted.
You can't destroy set cards during your opponent's turn, but it doesn't protect your turn, so it's painful to get hit directly by End Tsuitsui, and it doesn't do anything to face-up cards.

At first glance, the effects seem to be contradictory, but it seems to be designed to protect Set Cards during the opponent's turn, and increase his ATK when destroyed during your turn.
However, sadly, if he is blown away during his end phase, his resistance will not work and his ATK increase will have no effect. Therefore, it is extremely weak against the End Cycle. Of course, this card itself doesn't have any resistance, so it's hard to overestimate.
Even in his deck, which uses a lot of set cards, I feel that the cards will move in various ways to protect this card, so it's a card that doesn't feel strong enough.

In a nutshell, it's a (hey, protect your card) thing, and it takes a lot of effort to maintain a monster with this status during your opponent's turn, and on the other hand, it's difficult to aim for an RBI increase because it depends on your opponent.
With zero defense, he has many rivals as Fiends and Darks, so I can't say that this card is worth using unreasonably.
