I think the temporary exclusion effect is excellent because it can be used to remove the opponent's high ATK monsters during your turn, and to prevent your own battle destruction during the opponent's turn.
If it's a "Cybers" family Deck, by connecting "Formud Skipper" → "Linkuriboh" or "Link Disciple" → "Secure Gardner", you can search for "Degrade Buster" and prepare GY for the Special Summon condition, so there's no problem. I think.

Dual Assembler, a high-level Cyber Smonster from Segmental. Unlike the Dual Assembler, he comes out just by excluding GY, and he can now exclude monsters with higher ATK than himself, making it very easy to deal with high-powered monsters.
On top of that, it's a no-cost Friche, so even though it'll come back in the end phase, there's a sense of oppression that makes the opponent hesitate to use a high damage monster.
The RBI is relatively high, so he does a pretty good job as an attacker. Cards with firepower greater than this card can be practically neutralized with this card's effect, so it will be a rather troublesome card, contrary to its simple text.
