A new theme 《Cipher》used by Kaito, one of the past characters in ARC-V. When you think of Cipher, you think of this card. In the anime, Kaito stuffed this card and he Special Summoned Galaxy-Eyes Cipher Dragon and got a one-kill. It's not bad to use a new theme, but other parallel characters are 《Blackfeather》, 《Resonator》, 《D-HERO》, Cyber Girl, etc. and saved his deck and theme in the past. However, his Cipher became almost an independent theme other than his Xyz Monster, and there was no strengthening of existing themes other than "Galaxy Eyes". It doesn't have to be combined with 《Photon》, but there was a feeling that I wanted 《Galaxy》to appear in the main.
In terms of effects, it's nice to have 2 level 4 cipher monsters to get to rank 8, but I don't think it's a good idea to reduce the number of monsters to raise the level. Special Summon is easy to do and there is no limit on the number of times it can be used.

Like RR, it is expected to increase in the future, so a proper evaluation will be made after that.

As far as I can see from the anime, Mitsuha seems to be a theme of arranging cards with the same name and supporting them with Continuous Spell / Trap, but even if only this card is OCG ... If other Mitsuha monsters are added with OCG like RR It may change. If this card wasn't Mitsuha but Galaxy, I could have done a lot of bad things with Accellight.
By the way, this card was included in the Galaxy-Eyes Deck at the Deck trial event, but it seems that the staff usually made it a Galaxy Soldier cost. Pathetic light wave.
