Material almost exclusively for Devil Eagle. When removed from the material, all RR can be recovered and consumption can be reduced. This effect is not bad.
Regarding RBI strengthening, this card is used as a material for basic devils, but the RBI of that devil is only 1000, and even if it is strengthened about 300, it will turn into a hot stone.
And more problematic than the effect is that RR is his deck based on rank 4, so this card at level 3 is difficult to use as a material. It's especially painful that it doesn't have the ability to deploy, so it's essential to use it with some kind of RR support. It will be easy to combine call and pain. However, when used in combination with these, only Devil can be X-summoned. Well, that's the main purpose of this card, but Devil doesn't have that much performance for the amount of work it takes, and the difficulty that comes from narrow options is extraordinary.

The effect of 1 seems to be strong somehow... but in order to use that effect, you have to use this guy and Xyz, so you end up thinking, "What a big deal." In RR, which starts from rank 4, a level 3 guy and a rank 3 devil are indescribable existences.

Both effects are supposed to be Xyz materials, but it doesn't make much sense to use them in RR where only Rank 3 is Devil Eagle.
