Also, unlike Shingen, it's a trap monster, so you can't ignore the fact that you need to collect it after releasing it, face down, and wait one turn to use it again. For today's Monarchs who want to Tribute Summon stably, it's better to have a Valje Trap monster that springs up every turn as far as the cost is, rather than a general Trap monster, so even if you remove the hand cost for such a low priority card, it has a disadvantage. Besides Monarch, it's a versatile and wonderful card that can be used in some undead decks such as Earthbound Immortal.
Hand cost is necessary, but Tribute Summon will have a cooperative effect depending on the destination.
It's OK to release without consuming cards normally, but there are many rivals to use for that purpose.
