It's a card like Ghostrick's Scirocco, and since it's mainly an offensive effect, it's an activation effect. Considering the level, Ghostrick's summoning limit and compatibility with tactics are the worst than any member.
Ghostrick, which has a low RBI overall, can be used to hit troublesome opponents from above, but as long as it's basic to attack slowly and bring your opponent to the brink, you can use other cards in that frame. What I want to put in is the real intention.
Even if you want to decide on that turn, the witch is probably better suited.

As for RBI with Ghostrick, Dullahan can generally handle it, so there is no problem.
Additionally, Ghostrick isn't going to have much of an RBI boost, as his deck is more for rock than one-shots.
It's useful if you use it on Xyz that can't be flipped to strengthen Alucard, but it's not what you're looking for in his existing Ghostrick.

I brought Sirocco to Ghostrick.
