Level 4x3, let alone level 4x2, has many strong cards, so it's a bit of an unfortunate card. When it comes to effects during the Battle Phase, it's a pretty pinpoint meta, so it's doubtful whether it's worth using 3 materials to get it out. However, "Masked Demon Umbral", which uses this card as a material to rank up, has a very brutal effect, so it should be used on the assumption that it will rank up. With [Star Seraph], it's easy to line up 3 of them, and it's also meaningful to Xyz with 3 of them, so it's a great match. It can also be used as an underlay when using "Sword of the Seven Emperors", so if you use "Masked Demon Umbral" as a trump card, it is an indispensable card.

The 4x3 is still heavy and its main role is to be under the Seven Swan. That said, he's pretty good at shutting down recruiter decks like Shaddoll and Gusto with a single copy. Until last year, it tended to be underestimated as a heavy R4 Xyz with limited uses, but it will be reassessed because it hits quite well against the popular Recruit and Reverse decks such as Shaddoll and Yang Zing. I thought I should.
There is no limit to the number of times the effect can be activated, so there are 2700 hit points, so it won't break through in battle, and if you combine it with the attack reaction Trap or Honest, it's pretty easy to survive during the battle phase.
I don't think Star Seraph or Satellarknight are too heavy. The above Honest is also a deck that is naturally easy to enter, so if you put one in it, it will be a reliable monster in case of emergency.
