It's like the X version of Chun Sapo. It can be used properly for ranks 4 and 5, and the draw effect reduces consumption.
It's a useful existence, but for better or worse, it feels solid and doesn't correspond to mass deployment support such as runaway summons and replication techniques like Chun Support.
It's not even useful on its own, and right now, I'd give priority to deployment cards.
