The only level 1 Scrap tuner.
Unlike Searchers who also have resurrection, this one needs to destroy Scrap in the field only in Main Phase 2. There will be little need to convert to level 1, and most major Scraps that have effects when destroyed also have the problem of tuners.
In addition to that, it's very difficult to handle when it comes with exclusions when leaving the field and restrictions on synchro materials.
The only thing I can appreciate is that it's one of Scrap's few EARTH/Machine tuners, but if you don't want that, you'll be fine with other basics.

Even if Special Summon is possible, other materials are tied to his Scrap, so realistically it is about 2 stars with the searcher or 6 stars with the golem. Using the Skudra effect, attacking BP to sublimate it into a main 2 twin and then removing it would be interesting, but it might not be stable.
