One of the Symphonic Warrior tuners whose value came out with the appearance of Geetas.
It's possible to reach level 2 with Basis, but since it's level 2 regardless of the situation in your hand, it's an option if you simply use Geetas.
If anything, it seems to have a slightly lower priority than Basis and Piano, but it may become important depending on the construction, including the attribute change effect.
