Comprehensive evaluation: Damage meta and handicap can be performed, but it is difficult that the effect is not so large depending on the opponent.
Only 1 damage can be reduced to 0, but with Full Burn it is useful to shift the fixed number and further reduce the number of bullets with handicap.
However, if your opponent has 0 cards in hand, you can't get a handicap, and the effect is small against opponents who don't use effects that inflict effect damage.
It's possible to use a card like Performage Flame Eater that you take damage to get handicapped, but the opponent chooses which card to discard, so it's a bit tricky.

In addition to the burn meta, handicap is a strong handicap for burn, who is important for one copy. Also, since it can react to your own cards, it can be treated as a handicap, and the effect itself can be said to be powerful among the many burn metas.
However, since it's a Trap, it can't be used in the first place, and the effect itself has a hole in it that doesn't negate, and cards like Volka that Burn is secondarily less effective.
Also, it hurts that the opponent has the right to choose which cards to discard as handicap, and if you are not good at it, it will be taken advantage of.
Overall, I think it's difficult to prioritize as a meta or a combo card.

Damage negate + handicap to steal bullets twice works well for the full burn meta.
However, recent full burns are like chain burns, with a full set and basically zero cards in the opponent's turn, so there are many cases where you don't have a hand to handicap.
