Originally, if this card exists, cards with draw effects cannot even be activated. However, if you chain it to a draw effect and hook it up with something like Call of the Haunted, you can create a situation where the permanent effect is applied immediately and the effect processing continues even though you can't draw. In other words, 《Card Destruction》or Linkane can be all handicapped.
Also, for some reason Morphing Jar has a separate discard effect and draw, so only the discard effect is applied and you still get all the handicap.
Now you can do the G meta. And Ptolemy, who can access 《Artifact Durendal》, is back and a tailwind. Very promising, but out of print for over 15 years.

It has a Drosometa effect, but it doesn't respond to search and its influence is subtle, so you'll mainly be comboing yourself.
If you use it in combination with 《Card Destruction》, etc., which also works on your opponent, you can aim for all handicap combos like Trista.
