One draw is appealing, but leaving this card in the end phase of your opponent's turn and keeping your hand at 0 is a pain. It's almost impossible for this card to survive your opponent's turn, so you'll either have to use Recruiter or Libide. But I think most people don't want to go that far and ask if they want to draw one. Since it's level 4, it has the advantage of being easy to connect to rank 4.
