Basically 《Skill Drain》is fine. It's only effective for one turn, and since it's limited to Defense Position, it has no effect on Link Monsters, etc.
Combined with Floowandereeze & Empen's effect that blocks the activation of the effects of his Special Summoned Attack Position monsters, it negates the effects of all monsters on the opponent's field, making it impossible to activate even if they are in Attack Position. You can hang the lock.
As if to take advantage of the lacking element, since it is normal summoned, Floowandereeze who is in Attack Position will not be affected, so I don't think the compatibility between monster effects and Floowandereeze that moves with traps is not so bad. ..... I wonder if there is a category where it is better to obediently build a Skidre Deck.
And most of all... Unless there's a reason why you can't change an Attack Position monster to a Defense Position in the first place, Lose 1 Turn will win.

Comprehensive evaluation:《Lose 1 Turn》sufficient.
Unlike 《Skill Drain》, it is a one-time-use trap card, and although the negate effect is slightly different, there is no meaning unless it is set to Defense Position.
If you negate it and put it in Defense Position, the process will be different, but Continuous Trap, which can deal with multiple opponent's monsters, is better.
Even if you aim to negate his own disadvantages, you don't have to put him in the Defense Position.

Like the original, this card should at least be a Continuous Trap. As expected, the negate effect limited to Defense Position monsters is weak due to the use-up effect. In the first place, 《Skill Drain》had already appeared at that time, and the virtual enemy was too narrow. Even looking at the Flip Monster meta, 《Royal Command》comes out first.

A card that negates the effects of Effect Monsters, which was rare at the time. If you combine it with 《Stumbling》or "Level Restriction Area B", it works quite effectively. However, it tends to be a combo premise, so basically it is better to use cards with high versatility. Unfortunately, it cannot be activated during the damage step, so even if you find out that the set monster has combat resistance, you can't deal with it.
