Penguin exclusive search spell.
The top candidate to bring is "The Great Emperor Penguin", and if you already have it, I would say "Nopenguin" or "Penguin Squire".
By lowering the level by 1 in (2), it becomes possible to Normal Summon The Great Emperor Penguin, but the cost of discarding one card from your hand is painful. If you just discard 《Nopenguin》or 《Ice Barrier》, it will be less likely to cause an add loss.
I think it's good that you made it "Special Summon" without the effect of lowering the level because you're discarding your hand. Negative rating here.
Also, after using the search and level down effect once, it is easy to become an ornament, but if you return it to your hand with Dewloren, Tiger King of the Ice Barrier etc., you can use the search effect again the next turn.
Isn't it compatible with 《Adularia of the June Moon》?

Royal Penguin's Garden, abbreviated as RPG, is a name that was definitely given to us consciously.

An essential card for the Penguin Deck that has the effect of searching for any Penguin card other than the same name card when activated, and lowering the level of Penguin monsters on the field and in the hand by one.
