At first glance, it seems difficult to deal with, but I think it's easy to deal with, as you can add Tuner and his Machine monsters to your hand or Special Summon.
I wouldn't say that the activation conditions for the effect are easy, but by sending this Effect Monster from his GY to the exclusion, it is possible to recover the excluded card.
It feels high performance.
However, since face-down is required instead of face-up, I think that most of the Spell cards, 《Pot of Desires》, which require 10 cards to be consumed, are necessary.
I don't think it's that hard to handle that card because it doesn't have anything to do with the field and doesn't choose when to activate.
Both effects should be the same as his ATK and defensive power, but I personally think it's a novel and interesting effect.
