Ursarctic Tuner gives 《Ursarctic Mikpolar》3 blocking effects, but this card has effects equivalent to 《Book of Moon》.

The Book of Moon effect itself isn't bad, and if you're standing S-body, it's an excellent way to interrupt your opponent's turn.
However, if you look at it as a deployment on your own turn, it's a pity that you need another Ursarctic to flip the opponent's monsters, and the link is powerless in the first place.
