S materials can strengthen S monsters, but this is also highly dependent on the opponent and unstable. Moreover, it doesn't work well with the low-level Synchro and Link cards that this card specializes in.
In general, it is a monster that depends on the opponent's hand and is unstable, but even if it rots, it can be caught. There is room for adoption if it is Fish that utilizes low-level S and links.

Difficult point. Even with hand triggers other than increased G, you'll be interrupted by lowering the level at which you can revive, and stepping on or kicking it.
That said, there are many supports that support Fish's level 3 tuner, and if it's a general-purpose card that allows you to choose between fish, sea dragons, and aqua, I think there's plenty of room for adoption.
