Comprehensive evaluation: Permanent 1000 up is useful.
Strengthening that refers to the number of Thunder in GY has a low multiplier, and even for Thunder Dragon decks where GY fertilization is important, 5 cards would be fine, so it doesn't make much sense as an enhancement.
The 1000 up is the same value as Axe of Despair, but it is permanent and you can choose a monster other than the equipped monster, so it is useful to compensate for Thunder with low ATK.
Since it has the name of Watt, it corresponds to 《Wattrain》, and since it refers to the number of types of Thunder, it can be used as a general enhancement for Thunder.

Watt's lack of ATK is compensated by this card. An unconditionally permanent 1000 up is a simple yet powerful card. Combined with 《Wattgiraffe》, you can pass direct damage without being stupid.
However, Watt often uses 《Messenger of Peace》, so his ATK up position is not so much. It's best to think of it as a normal Thunder-enhancing spell that you can use for anything else. To that extent, the performance is not bad, but it is not good.
