I don't think it's bad, rather good. Only one card is used in the Deck.
You can perform level 7 synchros that you couldn't do with Blizzard. For BF, star 7 is a fiercely contested area, so it's great that he can get it out in one shot. Certainly, Blizzard has more freedom without conditions and risks, but the conditions can probably be easily met, and BF's synchro is excellent for risk.
But it's certainly a risk. It will be treated as the basic 4th blizzard. I would rather draw him in Destiny Draw. The RBI is also low, so you can easily search with a whirlwind.
I think the main way to use the increased summoning rights from Notung is to use him to bring out Hawk Joe.
