Because it is a trap card, you can aim to activate it during your opponent's turn, and you can trigger the effects of various Topologics at any time.
However, in addition to Topologic, which has heavy summoning conditions (especially his Dragon, Machine, and Cyberse in his DARK, that is, Revolver Deck), there is a risk of accident when adopting this card, which is a dedicated card.
There are enough disposable but versatile cards out there that can boot Topologic, so if you care about stability, that should be enough.
The effect of (2) is designed so that this card is not lost even if you use 《Topologic Trisbaena》or 《Topologic Zeroboros》. However, the timing of the resurrection is the standby phase of the next turn, and it is not a "place" but a "set".
