Contrary to the expectation that springs up from the card name, the difficulty of handling is conspicuous.
The effect of (1) is a removal that can be shot every turn, but it is triggered by the unstable condition of "X summoning using DARK X monster as material". It's a trap card that is said to be slow these days, so I'd like to at least use it to interfere with the opponent's turn, but the only thing that can do that is Rank-Up-Magic, a Quick-Play Spell. Of course, you can't rank up every turn, so the benefit of this card being permanent is extremely small. Therefore, I have to say that single-use general-purpose removal cards are easier to deal with.
The effect of (2) will be a recovery when this card is removed, but the Rank-Up-Magic that can be set by this card, which is likely to be destroyed during the opponent's turn, has "can be activated even on the turn it is set". I doubt it will be granted. A set of Rank-Up-Magic can be comboed with a break sword etc. and aimed at yourself, but it lacks speed due to the condition that this card of "face-up" must be destroyed by an effect.
