The first effect is to treat it as Magical Citadel of Endymion as long as it is in the Spell Trap Zone. Currently, only the Holy Sorcerer King can specify that name, so unless you use him, it's an effect you don't need to worry about.
The second effect is to generate counters in response to spells. The more magic counters you have, the more convenient it is, so it's an effect that's easy to use.
The third effect is that when a Spellcaster is destroyed in battle, he will Special Summon his Spellcaster of level 7 or higher from his hand/deck using 6 counters. The number of 6 is a bit difficult, but you can deploy the highest grade Spellcaster, and candidates include Empress, 《Dark Magician of Chaos》, 《Ice Queen》, Tokihana no Majo, and Sky Magician. Of course, you can also put out Bramaghi.
If you can manage to counter it, it's a reasonably versatile card in his deck with large Spellcasters. It is also GOOD to be able to search in the administration.
However, it does not mesh well with Genesis Sorcerer King, so you need to be careful there.
